THE Gannawarra Shire's four-year strategic plan and vision has been released for public feedback, but one councillor is "troubled" by it.

Cr Keith Link told last week's ordinary council meeting that elements of the 2025-2029 Council Plan felt "imposed rather than collaboratively created".
