A RECENT graph published by Council Watch Victoria collating council staff turnover rates has stirred interest in online groups.

The graph shows the Gannawarra Shire Council, Swan Hill Rural City Council and Buloke Shire Council in red among councils with the highest staff turnover rates in the state.
